November 2025 MNA Meeting Minutes

Montavilla Neighborhood Association Meeting, November 12th 2025

Present Board:

Laura Mulligan, President

Sarah Hartzel, Treasurer

Laura called the meeting to order at 6:35.

 

Steph- gave update on the communications. Website is set to be published in the new year.

 

Sarah- spoke about filing a charities report with the Oregon Department of Justice. Sarah filed this and submitted filing fees for reimbursement.

 

Nanci Champlin gave update on SE Uplift; non-profit organization to collaborate with neighborhoods in District 3. There is PEMO who host bi-monthly problem solver meetings and we funnel into the 82nd and Sandy group. They meet the 2nd and 4th Tuesday at 4pm through Microsoft Teams. These meetings are 30 minutes and anyone from the neighborhood to attend. They are action-oriented; if you present to them an issue on the ground they can problem solve around it. Email:

 

SE Uplift is offering brainstorming sessions about community need. More information to come.

 

Committee idea for PEMO.

 

CAC: There was a death at the site. The site is full and the person who runs the program is efficient. Dan showed appreciation for Zach who works with Homeless Services.

 

Laura made a motion to allow Emily Meneer to join our neighborhood association. Emily spoke about her draw to the Montavilla neighborhood and to join the association as she is 2 blocks outside of the boundary.

 

Steph seconded.

 

All in favor, no opposed.

 

Zach Kearl came to speak from Homeless Services and they came to speak about the Harrison Community Village. Construction has taken some time and there have been some minor delays but they are planning to coordinate with community partners to develop a good relationship with the neighborhood. The original plan was to have the project done by this calendar year, but as they were trenching they found a tank with hazardous materials. They are looking at late February to early March start date. Do Good Multnomah are the future shelter provider. They will be doing a clean and sober program for adults at that site. Communication funds increased to $1000. Applications due at the end of the year.
