Treasurer report
Sarah filed IRS form 990.
Casey Shaneman is ready to connect with SE uplift. Nancy is the liaison. Sarah will contact Casey.
Parks and Gardens
Lisa Stewart and Lisa Wilka noticed Montavilla park was making a volcano of bark dust around the base of trees and looking for the Ash borer to check all the trees and raked the chips from around the base of the trees and Berrydale park is opening a park August 8th.
Opening ceremony email. No volunteers for a table and info.
Land Use and Transportation:
Neil has created pamphlet copies to distribute numbers that refer to working on crime and housing. Sigma signal app to be created to help with real time update when something is happening in the area
Online web form to submit a police report to prioritize. Let business association members communicate areas of concern.
Maybe we can put a link to the form on the website.
We will get the link to add for the neighborhood.
82nd Ave Rapid Transit Project
Transit ProjectLooking at replacing the 72line with hydrogen powered, less noise and heat. Rebuild bus stops. Complete in 2029. Planning phase and we revisited dedicated bus lanes and signal light priority. Cully superstation will begin at clackamas town center mall near green line. Pbot doing lane studies regarding how the traffic flow would change and what the impact would be. Still in the decision making process. The survey went out and funding is still in process. Most people were interested in BAT lanes. Google Trimet/82nd online to learn more.
Replain Mill and Division reworking on 7/17/25.
82nd avenue was built as a two way street and. It was originally and the outer lanes were just parking with a gravel base. The sidewalk sinks in because of the cement poured into the roadway it keeps the same level. That is why the outer lanes do not have cement and it is not as even. So that will be repaved with a lot less maintenance in the future.
TIFF
Montavilla has the TIFF program. Jacob may do the quarterly TIFF report for our MNA meeting.
30 year project. The first 5 yrs the city will keep it but the longer it goes the more money will be generated but hopefully we will see the impact and we can brainstorm in the neighborhood that we can say this is what we want to do in the neighborhood and be proactive about that. Get your ideas out there to be organized with the needs of the community.
A bike lane from Thornburn to Washington is being created.
FunBon has created a rear entrance on 85th and a new sidewalk was created. You can get to it from Division. There will be a lot of new sidewalks in the area.
CAC report.
There has not been a lot of activity. It is clean and quiet so there is not a lot happening. Ash, Oak, Pine are still needing focused attention. The city has not been successful with quick removals as reported by community members. Oak Street has a waiting list.
Are there any statistics on improvements and their effects on the community?
Community members are seeing an uptick in the neighborhood of crime and violence. Spike started happening 3 weeks ago, feces in the street etc. The city should be removing the camps quicker.
There is an East Precinct Liaison. Let’s reach out to get more information. Scott and his wife have been reaching out to him. In the GNA there are supposed to be quarterly reports. JOHS is supposed to generate the reports in PDX reporter that you can see month to month activity.
Supposedly, you can check to see if there is an uptick online. The dashboard is public.
Spencer will follow up.
June would have been the quarterly. Rory should be asked to provide this report to MNA. People are also being pushed further out.
Louise reported that she was an East Side Portland community reporter and someone set fire in the bathroom and lobby. There is a moral problem as they won't report.
Kristina suggested inviting the police liaison to a meeting.
Steph M. asks if there is a document and we will be getting a document from Niel and METBA. Steph can add it to the website.
Fundraising
We need people to sit at the booths.Street Fair on the 27th 10-6. We are sharing the booth with Montavilla News. We will reimburse Jacob. 3 baskets to raffle off. $2 for 1 ticket or $5 for 3 tickets.
City Hall Update
Spencer said they passed a budget. Took a lot of work in council meetings. We are looking at putting forward a parks levy. The current one is up for renewal. Because of cuts, in order to keep the same services, there will be a 75 percent increase. Will be an additional $11 a month to keep up the parks for homeowners. Tree maintenance, bathrooms and playgrounds. The community center is going to be open. All hours restored from the Mayor at Montavilla Community Center. 82nd Ave transit project has concerns about federal grants so in order to receive the grant we have to certify that there are no DEI programs. We have to figure it out by Aug. 4th. 384 million from the feds so we need to find a way to work with them. The council and the mayor makes those decisions with the safest legal path forward. The ICE facility a lot of police time is being spent there and it is scary for the folks and we would prefer they were not in the city. If it isn’t here they would have to go to Tacoma so then they would be up for deportation. Keep people getting their resources at the ICE facility. Email pertained to a good neighbor agreement/community agreement with PDX Saints Love. It is worth talking with them again to see if the CAC can raise awareness of what is happening in the community and councilors. Spencer will be happy to participate at that meeting.
Mill Project
No news on Mill county project. Some issues with JOHS and PBOT. They were going to extend the sidewalk and that is not happening. No parking along the sidewalks and it has been respected. High barrier shelter that you are in a detox etc.
