A man randomly punched through the restaurants window who was having, according to the police, “a mental health crisis”.

How does Portland, Oregon’s county and police currently handle someone having a mental health crisis that was minutes before throwing aggregate trash cans on the sidewalk in old town at people? They let him go without treatment, punishment, mental health help, or responsibility to the restaurant who had to repair the broken window. Have you had enough? We have.
